How to find highest sum of multiple items in Excel

Let's say we have a table like this in excel. How we can formulate finding the office with the highest total cost in the database?

Please note the database has many more rows and column so i made it simpler.

There are instructions at the top of the page explaining how to attach your sample workbook.

A good sample workbook has just 10-20 rows of representative that has been desensitised. It also has expected results mocked up, relevant cells highlighted and a few explanatory notes.
