Adding up matches

Hello,

I have some data I am trying to match up and I am having trouble figuring out which formula to use. I tried countif() but I can't get it to work in this situation.

I have two columns (B and C) that I am trying to fill out. What i need to know is the number of "Pending" and the number of "Final" are located in column E but I need the data broke out by state.

For example, in my attached worksheet the first row for AZ should read 1 Final and 3 Pending.
