    Unhappy If statement to multiply rates against time taken

    I am trying to use a formula to calculate call out charges to site for a security company used

    I would like to use an if statement to calculate the cost of the call out.

    I have a time onsite column (L) and if security have spent an hour of less on site then I want to set a rate of £45.82 for that call out.

    If the time spent on site is over an hour then I need to multiply the total time on site by £45.82, so for example if on site for an three hours and 45 minute the total call out charge would be £171.83, but my formula is giving me £45.82 no matter what appears in column L

    The formula I am using is =IF(L3<""&TIME(1,0,0),$S$2,L3*24*$S$2)

    Please help as I cant work it out

    =IF(L2*24<1,$S$2,$S$2*(L2*24))
