if i am reaading this correctly the answer should be what is highlighted in yellow?
if so try this in cell C3 and drag down:
=SUM($B3-SUMIF($D$2:$O$2,">="&$B$1,$D3:$O3))

another option would be to remove the today() function in cell B1 and just use this formula in C3 instead:
=SUM($B3-SUMIF($D$2:$O$2,">="&TODAY(),$D3:$O3))
try this.
=$B3-SUMIF($D$2:$O$2,">="&$B$1,$D3:$O3)
