Using Conditional Formatting with Multiple Criterias

I have a report I need to see if this is even possible. In my example attached, If B2 says Auto Enroll, I need it to look at the "Hurdle" table to see if they are meeting percentages(column E) expected based on the number of months using AP(Column B). I would like a conditional formatting that will change the percentage in the cell(column E) to bold red if they are below what the expectation is from the Hurdle table.

    Example:

    Turn Red

Apartment 129 has been on AP for 6 months, but their AssetProtect Penetration percentage is only at 1% They are using the Auto Enroll program, but based on the hurdle table for Auto Enroll, at 6 months, Apartment 129 should be at 36% or higher. This one should turn bold red.

There is nothing in table1 that indicates the program that the apartments are under.

I used a helper column (N) to calculate the INDEX/MATCH for the values in column B using the column of table24 chosen by B2.
