an unexpected error has occurred - data refresh

every time i try to refresh this web-query, i get "unexpected error." not to mention that i can't figure out how to do this with excel2016 query editor, so the attached is done on excel2003.

but it used to work just fine on 2016. some security setting?

ok, it started working - by signing out of the ms acct. dunno why that would influence the spreadsheet, but that's the only change i did...
