Divide two cells with variable rows

I need a formula that will allow me to just copy past with having to edit the formula every time the static variable changes. Basically i have a list of items that are summed for each person. I divide each individual item by the sum of their items and get a number. my formula for that is B1=A1/$A$4 and then i just drag it down so i get the following results (B2=A2/$A$4, B3=A3/A4 etc.). However to move to the next person i need to change the static variable to whatever that may be. For instance it could be B5=A5/$A$11. B6=A6/$A$11 etc. Hopefully my terrible chart below makes sense. I have a list of 60 people so its very time consuming changing the static variable for each person and was hoping there would be a simpler solution. I have attached a sample file too. Not sure if this matters but the static number is also always bolded in my sheet as well.
