Task Assignment

How do you select a name from a list based on the addition of a row, and with that assign it to the "next in line" but it cannot be the same person as the one who inputs it.

As items are added to new rows, the person who initiates the primary reviewer in Column C. I would like to auto assign the next person in line to column J, based on the list in the "Contact Info" tab. With this, column C and column J cannot be equal and would need to move to the next in the list.

Any help is greatly appreciated!
