Condition Formatting Formula

While I am good with excel formulas, I am no good with conditional formatting formulas.
What I am trying to accomplish is a CF formula that check if the ABS(value) in columns D & E meets 2 criteria:
>= B41 AND >= B42

I have posted a sample workbook.

Is there a way to highlight the full line?

If you select all the data in the table, starting at A2 and ending at the bottom right and THEN apply the CF formula in post#2 then it'll highlight the full line.
