Count of data with multiple arguments

Dear all,

I have to solve an problem but I cannot figure how.
I'm not even sure did I name problem correctly.
In both columns B and C i have two possibilities, but I need to take into account only cells with data in B (void blanks) and then count it determined on value from C.
In row 1 and 2 desired result displayed.

Example table is attached.

=COUNTIFS($B$4:$B$13,"INS",$C$4:$C$13,"OPEN")

and:

=COUNTIFS($B$4:$B$13,"INS",$C$4:$C$13,"CLOSED")
