Returning details of every record in a vertical range

I'm trying to return every instance of a value within a data range. Is this possible without an array formula?

In the attached examples you'll see the first one returns two instances, the second example returns one instance.

I hope that's enough information to go on.

or... delete expected results and use:

    =FILTER($B$2:$C$5,$B$2:$B$5="Email-"&B8)

    in B10. Copy/paste to B15, etc...

    Thank you for the replies.

Is it possible to pair these formulas with a wildcard search of the copy NN-AA-23-22303_A within cells B2:B5?
