Formulas to pull all values based on drop down

I have a heat map that has info for different departments(the real one was over 400 rows). I want to create a second table next to it where someone can select their dept then via a formula all the rows containing that value will populate in the second table.
example: if im in the Finance dept and select Finance the table will read:
Finance L L H H
Finance H L M M
