Formula to test comparison between file name and cell values

I am in need of assistance with creating a formula in Excel to verify the accuracy of barcode data entered in column A. The formula should enforce compliance with a set of specified rules to ensure the integrity of the data. Specifically, the formula must verify that the numbers preceding the first dash in the file name match the numbers preceding the first dash in the barcodes entered in column A, and that the numbers following the first dash in the file name match the numbers following the last dash in the barcodes entered in column A. Any discrepancies from these rules should result in a False output. It is important to note that the number of characters involved in the comparison is not limited and that the comparison should disregard any characters found between the two dashes.
