Need help with a percentage formula

I am looking for a formula to determine the percentage of assignments based upon a 20 day working month. The max assignments for that month is 7 assignments. Also days off need to be accounted for during that 20 day working month.

so for example. I have 4 assignments, I have taken 1 day off and need the percentage of my assignments for the month. I need help as I cannot figure it out.

percentage of what?
yours vs. everyone's?
4 as a percentage of 7?
