Create unique data points

I have used a countif to create a unique reference for certain lines

however when lines are the same it is counting the lines when I need them to be the same if the references are the same and only change when the first two 3 columns change.

Essentially I would like to create a unique cell reference on each line unless it is the same as another then it remains as a previously allocated reference.

According to your logic, everything becomes Product1. It is either the first occurance of the number/customer combination which means it is Product1 or it is a subsequent occurrence of the number/customer combination and you want that to have the same name as the first occurrence of the number/customer combination which is Product1.
