I am using 2019 office on windows
Please update your forum profile accordingly, then please amend your sample workbook as requested.
Trying to get some type of notification if a parent submits a form and as the recorder is entering will see that the spots are filled it will highlight or have a warning message. As for the calendar sheet it should list who chose what week.

I used this validation for cell C2:
=SUMPRODUCT(($C$2:$E$8=C2)*($C$2:$E$8<>""))<=3
I then copied and pasted it to the other cells in the range: CTRL+C > right-click > Paste Special > Paste Special > Validation.
If you want a maximum of TWO (you showed THREE in the sample for Week 1), then change <=3 in the valication rule to <=2 nd make sure you copy it to the other cells.
Give it a test run - see how it goes.
It's a shame you don't have 2021 or 365, as we could have created a diminishing drop-down selector quite easily.
If you are expecting the calendar grid to populate automatically, then that's another issue.

As for the auto populate I have only been able to get it to show the first found match to the week.
I really appreciate the help, I've been so lost. I haven't upgraded in a while because I only have need for excel about 4 times a year.
So do you now want help with the calendar population?
Yes that would be awesome. I've tried index and match but they only bring one result.
