Force user to delete content of cell

Is there a way to force users to delete content of cells first before making changes to data in that cell?

To make changes, users can not just type over old data but instead they should have to delete content first and then enter new data......

I am trying to achieve this without VBA


I have a workbook in Microsoft SharePoint that requires timestamping. Unfortunately VBA does not work on their on-line version of excel. Therefore I need a formula to run a timestamp whenever a user changes a value in a cell. The formula I found only works if user clears out cell first but not if they just type over old data.
