Having trouble figuring out a lookup problem

I need help figuring out a lookup problem. I am trying to get the right formula to lookup a value on another tab, but the lookup value is on one row, and the value to find is one column back, and two rows down. That remains constant on the report. Also, the lookup value and the value to find is merged with multiple cells. Attached is an example. I am wanting to find the item in the Prog Pool column on tab 2, and pull the current progressive amount. The current progressive amount is two rows down, one of which is hidden on the report. I cannot figure out the correct formula. Thanks.
