Finding value of x by matching value

On the summary tab, I am looking to match "Final Cleaning" or D8 value, to Responsibility MatrixF2:CS2, find x below the column in selection Responsibility MatrixF25:CS30 and return the name of the estimator in Responsibility MatrixC25:C30 on Summary E8. I have attached the file that may show what I am trying to do better. Matching D8 to the title, finding the x below it and returning the name
