Time calculating spreadsheet help

Hey all,

I need some help. Working on a spreadsheet for calculating time differences from actually time frames from expected time frames. Then any differences would be color coded for easy reference, like even differences would be gray, less then expected time frames would be green, and time frames that are above expected time frames would be red.

I will have a column showing the list of hotels. Then the 2nd column will show the actual hrs. At the top of the 2nd column, I will list the expected time frames (ie, 4 hrs). Then in the 3rd column, I am trying to figure a formula for calculating the time differences from the actual hrs and the expected time frame listed at top (4). And trying to have these numbers showing in time format with hours and minutes. Any help would be much apprectiated.

And also to show negative time frames as well..
