Hello and welcome to the forum.
It is not clear, at least to me, what it is that you are looking for.
I recommend uploading a small representative sample of your data along with the desired results (which you can enter manually) based on that data.
To upload an Excel workbook, follow these steps:
1) Click on "Go Advanced"
2) Click on "Manage Attachments"
3) Click on "Choose File"
4) Choose your file and click on "Open"
5) Click on "Upload"
6) Click on "Close this window"
I am willing to take a stab at helping you on this, if I have interpreted your question correctly.
You just need to reference the % cell in the values in your column.
eg if your % cell is in cell A1 and your values are in column B from say B2 to B10 and you want C2 to C10 to be a % of B2 to B10 based on your %cell in A1 then:
c2= b2*a1
c3= b3*a1
c4= b4*a1
and so on... so whenever your %cell (a1) changes then the values in column C will change.
I hope I have interpreted your question correctly and provided a solution.

value, in this example 30% I want the result to be plus or minus the percentage amount of the amount

You uploaded a PDF of the workbook, it would help to see the actual workbook (saved as a .xlsx).
Looking at the PDF, I'm assuming column E is the Material column.
So are you saying that when you change the percent under "Page No:", you want the values under "Material:" to decrease or increase (which one?) to 30% of the original value?I need column E to change all the values in that column when I change the percentage

If the values are manually typed into the cells, you cannot do this through formulas.
You cannot have both a formula and a hard-coded value in the same cell.
A way to get around this would be to have the original values in one column and the discounted (or increased) values in another.
For column H, assuming that's the Total Cost column, you can use a formula like this in H11 (assuming that the first row of data is row 11):I need changes in column B to change H and I accordingly, with column I showing the percentage discount amount in this example 40%
=B11*G11
As for column I, you can use something like this in I11 (again, assuming that the first row of data is in row 11):
=H11*(1+H$7)
Assuming that the Profit percent is in cell H7.
Also, your sample shows a profit of 30%, not 40%.
