Assume Data Set 1 is on sheet1 and Data Set 2 is on sheet2.
For DS1:
=IF(SUMPRODUCT(--(Sheet2!B$2:B$4&Sheet2!C$2:C$4=B2&C2)),"Y","N")
Copy down as needed.
For DS2 just change the sheet references to Sheet1.
