Lookup when values located in a row across bottom of table of data

Hello,

I am trying to get a reference to a cell that is in the same column as a cell that is the max of a row. This max cell is in a row below the row of the other value I want. I know that isn't the best wording, so I've attached an example. Any help would be greatly appreciated.
