    What specifically do you do to make it fail.
    How do know that the file is unprotected.
    What do you see that specifically tells you that something is protected.


    Under tools, Protect
    do you "Unprotect"

    Under tools, Share workbook
    if the box "Allow changes by more than one user" you have protected workbook

    Check properties for your Excel file to see if you have Read only
    you can uncheck it there, or in a higher level directory

    Under File, Save As (workbook protection)
