1000+$K$5/1000 -what does $ indicate in formula

Whats the significance of $ symbol in the above formula. What action it
performs.

It makes K5 and absolute reference, so the formula always looks at that
cell, have a look at Switch between relative, absolute, and mixed references
in help for more information
