countif error

I cannot seem to get the countif formula to calculate. I have checked that the formula does work in another sheet.
What is strange is that all other formaulas work but not the basic countif(A3:A55,">0").
Please see formula in attached sheet called Open Quotes - it always results in 0.

The values in A3:A55 are text strings (numbers stored as text)

=COUNTIF(A3:A55,"?*")
