If Then Conditional Function

Is there a way to write one Conditional Funtion such that the reults would be:
if data in column B is greater than or equal to Zero then the result in Column D would Display "OPEN', otherwise if it is completely empty the result in D would be "NOT ENTERED" , furthermore if there is anything in colum C (regardless of what is in column B) the result in Column D would display "PAID"
