    Question Combining IF functions

I have two if functions and I want to combine them. What I am trying to get is if the first if functions is false(or ""), then do the next if function.

I have tried just putting them together but I get a #value

    =IF(ISNUMBER(MATCH(M49,'FTE Loading'!A:A,0)),INDEX('FTE Loading'!B:B,MATCH(M49,'FTE Loading'!A:A,0)),"")

    IF(ISNUMBER(MATCH(L46,'FTE Loading'!A:A,0)),INDEX('FTE Loading'!B:B,MATCH(L46,'FTE Loading'!A:A,0)),L46)
