Number in cell rounds up

I have a spreadsheet where for person1 I enter 6.5 and this shows as such

Person 2 I enter 6.5 but it rounds up to 7.

I have right clicked cell and under fomat both are showing as "General". There are no other formulas.

Can someone tell me what is causing this please and how to get round it?
