    Lookup referencing cell referencing range

I’m building a spreadsheet to be used for salary planning in multiple countries and I’m having problems when I try to create a formula that combines a lookup with a named range.

The end product I’m looking for is a matrix that will return values specific to a country. This matrix provides guidelines managers use to determine what raise each employee receives (for example, the US budget is based on a 5% increase, China on 9%, Australia on 5.5%, etc.)

Attached is the spreadsheet. Cell Q21 is the first cell that I am experimenting with. I’m trying to do a lookup for the number 1 in the named range US (found on the ‘Reference’ tab), I want it to kick back the value in the second column. Instead of naming the range “US” directly in the formula I’m attempting to reference cell C7 that contains the value. (This is because there are about 40 different countries that will be using this in the end, so the formula needs to key off the country field). Here is where the problem occurs and I end up with a #N/A error. How do I get around this?

And advice would be greatly appreciated. In the mean time I'll continue pounding my head against the keyboard hoping that somehow helps. Thanks!

    Talking Problem solved with "Indirect"

As soon as I finished the post, I noticed the post just below labeled "INDIRECT with VLOOKUP problem". I hadn't been previously aware of the "indirect" function, and this solved my problem.
