linked cell - variable rather than fixed?

In Excel 2003 when I create a link it is "locked" with the dollar-signs - example: =+[File 2]Sheet 2'!$A$1.

I'd like to set the link as a variable so I can copy it to other points on the destination sheet. Is this a config setting?

Can't you just edit this cell and delete the 2 dollar signs?
