reverse index match, offset problem

Hello,

I have a problem with a spreadsheet i'm working on, i have a matix table that i need to indentify a minimum mileage against a customer and the town, find the minimum mileage within the customer table and return the depot that is associated with the customer, i know that i need an offset to find the depot but don't know how to go about it. i have attached a file with an example of the spreadsheet and the expected results,
