hlookup and multiple criteria sumproduct to analyze text and dates

Hello gurus,
I have an employee training spreadsheet that records, employee, training class, date assigned and date completed. I want a matrix that counts the employees' classes assigned and completed by QUARTER and YEAR. I have no idea how to combine hlookup with a sumproduct that is way over my head. Can anyone help? I've attached the file twice - one .zip and one .xls.

Drop down list to choose Carol or Mike in G1 (I can create this)
I can't create the formula to return this result...

try this i had to move things around a little
i.e put raw info on sheet data and introduced a helper sheet
