countif 2 other criteria are met

I found similar threads but I couldn't make the information work for me in my application. Would appreciate any help the experts can provide.

This formula successfully counts the first criteria if engineering is in row 1.
    =IF(1:1="engineering","",COUNTIF($C$1:$H$1000,"Q12008"))

I need to add the 2nd criteria of row 2 ="completed". I've tried "and" and "sumproduct" formulas to no avail. Here is my sumproduct that doesn't work...

    =SUMPRODUCT(COUNTIF($C$1:$H$1000,"Q12008")*2:2="completed"*1:1="Engineering")

Attached is a spreadsheet if needed.
    Thanks yet again,
    Cindy
