Working w/ Degrees Minutes Seconds

I have a formula that need to be able to calculate with DMS. I have a nominal value of 18°34'28" and a tolerance of +/- 0°0'30". How do I get excel to calculate this for me and let me know if my actual value is in between the nominal + tolerance and the nominal - tolerance?

With your nominal values of DMS in A1:C1, i.e. A1=18, B1=34,C1=28, add the following formula in D1 and name it 'nomval'
