    Go to Format|Conditional Formatting

Try choosing Cell Value Is >> Less than >> =45% click Format and choose Red

    Then click Add..

Cell Value Is >> Greater than or equal to >> =45% click Format and choose Yellow

Have you tried conditional formatting? Are you familiar with how that works?

    Format menu.. Conditional Formatting

Select Cell Value Is from the 1st Drop down, then select Less than from the 2nd drop down and enter formula in 3rd field.
