formula for calculating fiscal year

I have a problem. My fiscal year starts in March and I am to try create a formula so that I can add the the total amount spent for each quarter and also be able to show monthly totals that I have left to spend with a yearly goal of let's say 1.2 mil.

how should i arrange the rows and column?
march april may Q1 total
june july august Q2 total
...

You could even use the +SUMPRODUCT() formula to get the data from a simple table. See the attached file for an example.
