Evaluating Range and displaying column title

I'm an intermediate level user of excel and I've been trying to do more and more complex functions in excel lately. I can figure out how to do what I need in C++ but I can't translate it.

I have a sheet with such data:

    Winner User1 User2 User3 User4
    Item1 x 1 3
    Item2 x 4 2 1 5
    Item3 x 4
    Item4 x 3
    Item5 x 2 4 2
    Item6 x 1
    Item7 x 5 5 4 1
    Item8 x
    Item9 x 3 2
    Item10 x 3 5

I need the formula for x, where x= the names of users who have the specific row items in lowest number. So it needs to evaluate which columns have the lowest value and then display their user names from the column headers in one cell.

This is for evaluating a wish list of items that people want. Each person tells me what items they want in what order. The formula needs to tell me which person/persons are next in line for that item.

    Thanks

Edit: My example i tried to make in here didnt format well, I've attached a file with my spreadsheet for anyone to look at and play with.
