Relative Data Validation

Good Morning,
On the attached spreadsheet "TRN" tab, I'd like cell A3 to return a data validation list based on A2. I chose allow "custom" and entered formula =Indirect(A2) to make that happen BUT nothing is happening. Could someone please take a look?

I found a thread that helped me get that far - I didn't know what to do before I found it.

On a side note - I want to thank the gurus on this website. My company now thinks I am a guru because of 2 training tools we now use to track all employees training. I have given kudos to this site because I could not have done it alone. Because of the great work I did there I now have a new project to create a manufacturing documentation tool. Change "Custom" to "List" in the validation dialog and you're done!
