I am trying to have a cell round down to the whole number, if it is fractional. If I had 1000/55.05 = 18.1653 I want the cell to output 18.

The INT worksheet function rounds a number down to the nearest integer.
=INT(1000/55.05) ---> 18

also if you format the cell as a number, excel will automatically round according to the number of decimal places you select. In your case 18.1653 formatted as a number with 0 decimal places would be displayed as 18

If you use your method, values are rounded using conventional methods. For example 17.75 will be displayed as 18, not 17. The OP wants the number to be rounded down or truncated.
And the other problem with just changing the formatting will be that any formulas that are dependent on the value held on the cell will calculate using the full double value rather than the rounded down value. Changing the format of the cell does not change the value held in the cell.
