returning multiple match values w/ Vlookup??

Ok. The file I am working with is attached.

I am trying to come up with a way to lookup a value from column B and return all the values out of column E. For example, if I enter 1M I would return all the differing actuals out of column E that have 1M in column B.

I have racked my brain and can't figure this out.

Thanks so much for your help in advance!
