entring a formula that says Parameters Complete

the worksheet says "enter a formula that will test the value of cell J6(the cell named PArametersComplete). IF the value is true, Search the endingBalance range for the smallest value that is great than or equal to zero and display the number of payments for the row, if the value is false, display 0.

In cell J6, there just the word "True" there.

and i have no clue how to do this=( please help
