search and match an unsorted list

I'm back with a two part question now for my marrowind character calculator. I've read through a thread here on the forums that seemed it help, but I couldn't get it to work for me as my list is not sorted. (A thread by hankstep that Ron Coderre did some great explanations with).

OK for my spreadsheet. I'm trying to fill out a skills table that will let you put in your choice of major (selection at A25:29) and minor skills (selection A31:!35) and then fill in all the rest of the skills (to A48:A64). When I tried using the index/match combo, it throws an error because it isn't finding a match.. as it shouldn't since I'm trying to see what isn't already in A38:A64, but what is in AM2:AM28 and fill in the blanks. I'm not sure if Vlookup will be my best bet and make a new column next to my full list of skills and just number them so they are in a sort of order? From reading up on the other excel functions, I'm not sure if this is even a workable formula that I'm aiming for.

The second part of the question would be, once the skills table is filled out, I'd like to search all of them depending on their stat (like all the Str based ones). Say for the Level 1 column in the table, I choose to level 3 Str based skills, one for 3 points, one for 8 points and another for 7 points. I'd like to select all the Str based ones and total them.

Again, thank you all for your help and time.
PS: I have hiden columns so it's easier to see the two skills ranges at a glance.

A48 has the forumla I tried that didn't work as I hoped it would. Uploaded the spreadsheet with the forumla on it, deleted it on the previous sheet since it didn't work and after reading up on how the fuctions worked, didn't think it would work how I need it to.
