SUM Spread / Distribute Formula???

Sorry for not complying, 1st time user. Having a tough time coming up with a description. Any suggestions? Maybe, Sum Spread formula or Sum Distribution formula???

Perhaps something like this? It has formulas that automatically apply the lesser of 3000 or the remainder to each house. If you override the number and go over the estimate, the cell turns red.
