Rounding Formula if over a certain value

I need help in creating a formula for a cell given the following conditions:

If a value in a cell is 18.45 then round down to 18, if the value 18.46 then round up to 19. Bottom line any value equal to XX.45 or less is rounded down, and any value greater than XX.46 is rounded up.

I get the round up and down but I cannot figure out the formula for the less or greater than XX.45.
