Merge Text and Number Cells

I am trying to merge cells in 2 columns. One is formatted as Text and the second column as Number. But when i try to merge with CONCATENATE or & function, it merges the contents, but it misses the leading zeros in the number column.

I tried alot changing the format of both the number column and the result column, but no success. Is there a way that i can also merge leading zeros also.
