Formula needed

I am trying to create a formula that allows me took look at two rows

for example
first row 5, 7, 9, 7, 9
second row 1,2,3,1,5

I want the formula to look at the first row which is range of numbers and figure out the highest value in that row, in this case the two 9s and then determine from the numbers below them in the second row which of these is lesser in value. which would be the 3 since the 5 is the other number that would be valid.
This can be either shown via a number (1) or word (this one) or a color.

Any help is appreciated.
