Not with a Function. You can manually insert a picture

You can't insert a picture exactly into a cell. It will overlay the cell

but if i add a pic into excel and move it along sheets like i transfer data than??? basically i want to attach a picture with a row or rocord in excel sheet...

Do everything in Excell and export it to word. Than you insert in Word your picture. Quick ad Easy
