Insert multiple values from seperate table based on multiple conditions

Sorry if the title is misleading. I've been searching the last two days for a possible solution and I've gotten so close, but then turn out to be so far off!! I suppose it'd help if I actually knew what I was searching for.
I've come to conclude that this will probably involve some VBA work. I would like to have this as a formula if possible, but it may not be the best solution. Okay, so here I go, I'll try to explain this the best I can. (I know there is some redundant work going on within this spreadsheet too)

The Question: How to I retrieve and insert multiple values that match two pieces of criteria?

The Goal...
What I want to do is allow a project manager to be able to look up a vendor on their own. Daily I get bombarded with questions of "who do we have in this area?" The purpose is for a PM to enter their site information in the InfoReq. tab and have the possible matches appear in the Results tab. Mainly all that's needed is the zip code to make this work.

The Workings...
The vendors are categorized by location based on two things: RMRC or MRC with RMRC returning the broadest of results and MRC returning the smallest range of results. When a Zip code is entered in the InfoReq. worksheet, the Results worksheet does a lookup on the ZipListing worksheet to match the RMRC and MRC to the location.

What I can't accomplish...
The Active Vendor Partner tab is actually a data connection to the master list of vendors. I have deleted a TON of columns to help make the attached spreadsheet more manageable. Anyways, I'm looking for a way on the Results tab where I can pull and insert each vendor that matches the MRC criteria for each individual site.

I want someone to be able to enter site information on the InfoReq. tab and have it populate with the MRC information along with the matching vendors for that MRC on the Results tab.

Oh jeez I hope that makes sense!!
