Locking a workbook with limited user access

I have a workbook with multiple worksheets (15) and users are only allowed to alter data on selected cells within each worksheet. Is there a way to lockdown the entire workbook - allowing users to still manipulate data in the assigned cells while not having to lock each individual tab one at a time? Thanks!

I don't quite follow what you're after, but wonder if this can help:
I have a template available which allows users and associated permissions to be set up so that certain users can only access sheets whch the administrator allows, on either a read-only or with full read / write access. You, as administrator will have full access to all sheets.
